China’s Path to Technological Superpower: Made in China 2025 and Dual-Use Technologies

The article investigates the role of China’s Made in China 2025 (MIC 2025) strategy as a blueprint for China becoming a global technological superpower. The paper explores how MIC 2025 in tegrates civilian industrial modernization with military capability development supported by a system of Military-Civil Fusion. It also analyses how MIC 2025 has promoted dual-use technologies and innovation in ten strategic sectors, such as new generation IT, ro botics, advanced rail transportation, energy saving and new energy vehicles, new materials, or biotech and pharma. Drawing on Chi nese policy documents, commentaries, and academic literature, and international research and analyses, the paper evaluates MIC 2025’s achievements and remaining vulnerabilities. It seeks to contribute to a more nuanced understanding of how China’s industrial policy intertwines with the military and security objectives in the pursuit of technological leadership.
