ABSTRACT
With the rapid adaptation of AI systems in individual jurisdictions, there have been attempts to adopt appropriate regulations for this type of systems. However, the scope of these regulations is different, as are the adopted methods of regulation. While the United States, after a limited regulation of the Presidential Executive Order adopted in 2023, in 2025 even repealed this regulation, recognizing that the legal framework should not limit these rapidly evolving systems, as this would threaten the U.S. with the loss of its current advantage in this field, the People’s Republic of China and the European Union decided to adopt a relatively extensive regulation in this area, while the European Union has opted for a horizontal regulation contained in the ATA on artificial intelligence, the Chinese regulation has been dispersed in a number of acts. In both cases, however, there is a clear ideological approach to attempts to regulate AI systems and the recognition that regulation should contribute to the development of these systems while ensuring that they are consistent with the ideological assumptions underlying them. As a result, there has been a significant divergence between the US and the European Union and the People’s Republic of China in attempts to regulate artificial intelligence systems.
