ABSTRACT
The change to the defence system introduced in Poland in 2022 is based on the provisions of an outdated strategy, and above all – it does not bring the effect of synergy. The scope of recent changes to the law was focused on selected effects – and not on causes, which is why it was not possible to achieve breakthrough capabilities, nor the optimal level of mobilisation, or strengthen the national potential. The goal of changes to the defence system of the Republic of Poland is to achieve such organisation, i.e. a combination of systems, capabilities and processes (state and social community), so that the state is strengthened and social resilience increases, in the process of controlling and implementing the strategy.The change in the rules regarding the organisation of the defense system turned out to be unprepared, and in the transition period contributed to a decrease in capabilities (change effect). It also does not cause the optimal accumulation of defence resources, nor does it build an ecosystem of development, nor the defense of Poland (see: self-sufficiency, reconstitution of reserves, development of own capabilities). The introduction of the newact on Civil Defence maintains the lack of systemic connection of functions (and in time) with the operation of the Polish Armed Forces, solutions specified for: states of emergency, crisis situations (not states), and war.It should also be considered unjustified to further expand the tasks, responsibilities and introduce new forms of operation of the Polish Armed Forces in the area of internal security (within the framework of the so-called: „support”) – at every „occasion” and allocation of insufficient and irretrievably lost resources.
